A film office is free to ask. Go with the dates, a one-page synopsis, your insurance and a risk assessment (both are in the paperwork), and ask what a no-budget short can have for nothing: most councils have a rate for student and micro-budget films, and the regional agencies hold the BFI NETWORK funds. How to make the film on nothing is its own guide.
